What is the best route through washington d.c. and baltimore when taking I-95 N?

Traveling up I-95N from SC to Rte 1 aka New Lincoln Hwy in PA to NJ, and wanted a DC or Baltimore local to confirm best route to get past DC and Baltimore, balancing traffic versus going round out of the way to avoid it...i was gonna take 495 capitol beltway to 295 at exit 22 to 895 Harbor Tunnel Thrwy that becomes 95 again...does that sound good???
