Can Whiplash be proved or not?

My friend skidded on a wet road and bumped into the car in front which was stationary at some roadworks. This car was shunted forward into the next one and touched bumpers. He was using his girlfriend's car which he later discovered he was not insured to use. He said that he would be prepared to pay for any damage as he was obviously at fault but now, three people in the first car have all claimed whiplash injury and two people in the other one have done the same. An ambulance was called for by someone but all these people said that they were fine. Now he's being billed for �20,000 because a 'blame & claim' company have paid out and now want their money back. Why do these people pay out so easily? They must know that every one of the parties involved could not have suffered whiplash.
