Can you cut fig trees in the summer?

at my aunts house in NYC she has a fig tree, the figs are becoming rotten, and someone she knows is insisting they cant be cut , but its attracting hornets and other bugs , so there any other way to stop the hornets and bugs from going near it , or does it have to be cut?
