Why is Blaine Gabbert ranked so highly as a QB?

I think Mel Kiper had him ranked as his number 1 QB, but I don't see why he is ranked so high, he seemed very mediocre and has stats that don't pop out as much. I think Cam Newton and Ryan Mallett should be the top two prospective QB's, even Locker seems better than Gabbert. Someone let me know if there is something I'm missing???
